The app is ad-hoc signed, not notarized. macOS blocks the first launch. Do one of these once:

In Applications, right-click Pro Wave (Yuri's Version) > Open > Open.
Or: open it, close the warning, then System Settings > Privacy & Security > Open Anyway > Open.
Or, in Terminal:
xattr -dr com.apple.quarantine "/Applications/Pro Wave (Yuri's Version).app"
